This was just before the Balkwill family had to give up the mill. Unfortunately Joshua was unable to carry on as the lease on the mill was for three generations and his father John, who was the third, died at an early age as did his grandfather, also John, and great grandfather William.
Joshua had become the School Attendance Officer by 1911 and his wife Caroline also worked at the school.
